Context & challenge
Access to finance begins before a loan application. Small and medium-sized businesses need to understand funding options, assess their own financial position and prepare appropriate documentation. Information alone is not enough: it must be understandable and connected to practical next steps.
DION’s response
DION contributed software development to A2F, connecting learning resources, financial guidance and business self-assessment in one digital environment. The project illustrates how a public-service platform can support capability development alongside access to useful information.

A2F’s library includes video lessons and PDF materials on financial management, financial strategy and bank credit. Organizing introductory and advanced resources gives business owners different starting points for strengthening their understanding and using it in their own operating context.
The financing handbook and online lookup help businesses explore sources of finance, consider their development stage and funding needs, and understand relevant requirements. Financial self-assessment and debt-restructuring questionnaires add a practical layer to the learning journey. These are guidance tools, not credit approvals or guarantees of funding.
For DION, A2F is a case of turning specialist knowledge into an accessible digital service. Its value lies in connecting content, tools and user journeys around a real business need, rather than treating training as an isolated collection of documents.
A2F’s public materials retain the historical attribution to the Agency for Enterprise Development under the former Ministry of Planning and Investment and refer to USAID LinkSME. The business.gov.vn policy portal now identifies its responsible agency under the Ministry of Finance. The screenshots reproduce the live A2F interface; historical branding has not been altered.
